The Ohio Valley is the most consistent signal on the El Nino map. NOAA describes the southward-shifted storm track as leaving the Ohio and Tennessee valleys drier than normal, with the northern tier running warm.

The lake-effect wrinkle

Warmer winters tend to produce less Great Lakes ice cover, and less ice means more open water available to fuel lake-effect snow when cold air finally does sweep across. That is why a “mild” season in Cleveland, Erie or Buffalo can still deliver a multi-day lake-effect event that buries one neighborhood while another 20 miles away sees nothing.

For roofs, a lake-effect band is a compressed version of the whole ice dam problem: heavy snow load fast, then a thaw a few days later.
