Heat cable gets sold two dishonest ways. Some contractors present it as a cure for any ice problem. Some building science purists dismiss it as a band-aid. Neither is right.
What it actually does
Cable run in a zig-zag at the roof edge, with runs inside the gutter and down each downspout, keeps a continuous melted path from the roof surface to the ground. Meltwater that reaches that channel drains instead of freezing into a ridge. The Wikipedia summary of ice dam mitigation describes the same principle: cables create channels for meltwater to escape through the dam zone at the eaves.
What it does not do is clear the whole roof. If you expect a bare roof after a 10-inch storm, you will be disappointed. The goal is drainage, not a snow-free roof.
